Both Tuban and Ubud are relatively relaxed. Its hard to make comment on the beaches as i come from Perth and we have th ebest beaches that i have ever seen on my travels so its all relative. But if you are looking for the best beaches my opinion would be to go and stay in Nusa Dua. Ubud is great and the Tjampuhan is a great location.
Sanur is another option on the quieter front - the Hyatt there is very nice.
Do not get an all inclusive - that would suck !! Eat out at a different place everynight and you will have a great time.
Not sure about inclusive watersports but they are pretty cheap anyway.
