Feb is the end of the rainy season. I was in Bali for all of Feb this year and there was very little rain in the Kuta area,just a few good downpours in the evening.
I haven't stayed at any of the hotels you mention sorry, but you are right it is a quiet time of year. I would suggest you walk-in to hotels when you get there and you will get better prices and that way you can check them out first and see if you like them. Just pre-book your first few nights before you leave.
As for currency I think you are best with US Dollars but they will not accept notes dated 1996 and they must be in good condition.
If you really want to splurge and treat your lady to a romantic stay then a few nights at the Conrad Hotel in Tanjung Benoa would be ideal.
I am not sure of your budget for a hotel in Kuta but you might like Poppies Cottages. You are right in the heart of all the action but you would never know it. The bungalows are set in beautifully landscaped grounds and are very peaceful.
In Ubud I would recommend Zen Spa.
