Hi Sheryl,
A general rule of thumb is to ask the seller's price first, divide by approximately 3 & work up in small increments. You'll soon reach a price which is acceptable to both parties. But you must remember it is not worthwhile wasting your time to get them down that last 10000 Rp. It is only $1.60 or so. If you cannot get the price you think is reasonable, simply walk away. The seller will call you back if your last price is close to the mark.
Hope this helps a bit.
Mitch
