As far as I know every permanent resident that has not taken Australian Citizenship needs a re-entry visa and they have to be renewed every 5 years (current price$120 same as citizenship application). Of course if you don't have a passport or any intention of going overseas no need for the visa.
It could be that people who settled in Australia many years ago as children are exempt, but I doubt it. I would certainly encourage your friend to check with Immigration if she has any plans to travel.
I came to Australia in 1980 at that time British subjects had some rights such as the vote, that changed in 1986 , since then the Brits were lumped with everyone else (quite rightly). Kath arrived in 92, but now will be a little Aussie bleeder by Australia Day.
Re prisoner, I could see the character , but couldn't remember her name, didn't Bea refer to her as vinegar tits?BTW the show was Prisoner Cell Block H in the UK, also BTW what does ROFLAMAO mean?
