21% for hotels and restaurants linked to hotels (10% service charge and accumulative 10% Government tax).
15 or 16% for restaurants, etc, not attached to hotels (10% service charge & 5% government tax).
That's why there's no real need to tip staff as this 10% SHOULD be distributed amongst all staff, except for contract staff (eg, musicians) and management. However, we always add a bit to the bill when we receive good service. Sometimes some businesses don't share out the service charge as they should. In busy times in a 5 star hotel, the service charge can bring a Rp800,000 salary to more than Rp2 million.
