My understanding is that the tax is accumulated. Breakages, missing items (like glasses) or other expenses incurred are then deducted and anything leftover is shared amongst the restaurant workers, excluding the management. I believe it is done this way to supplement a meagre wage and also to encourage care and honesty amongst the staff.
