this is a naive suggestion as i don't know how it works over there, but perhaps find out what work he's interested in doing. E.g. if it's hospitality then email some hotels, find out what their job requirements are, and if it's not excessive for you in monetary terms then pay for him to do the required education course?
Thinking along these lines, maybe some other forumite has a more savvy suggestion.
