Even though this is not common practice in Bali, I am sure it will happen every now and then especially in the lower socio-economic layer of the population.
I have heard similar stories from Jakarta and Surabaya.
I know first hand of a Balinese pembantu who used to keep the kids of their employers quiet by having them sniff paint thinner.
Again, this all is not commonplace in Bali or Indonesia and I'm sure more paint/glue/thinner etc is sniffed in Australia or the USA.
The Balinese adore their kids and the "offenders" don't know what harm they do.
