I was there in January for the last one.

Many places are closed on Galungan because most Hindu's go back to their village to be with thier families. Many restaurant owners let their staff go and close their shops. There are still enough places open to eat, have a drink etc. Muslim and Christian shops are usually still open. It is not like Neypi where you are not allowed to leave your hotel.

It is just very queit for a day, not a bad thing from my experience.
