The most amount of closed shops was on Galungan Day itself. Not much difference during the ten day run up to Kuningan. Then queit again on Kuningan, but only approx. half as much as Galungan. However you are correct, there are religious ceromonies and personal prayers etc ongoing over the 10 day period.
I was in Kuta during this whole period. Perhaps it is different in other villages.
