Actually the copies of XP that you buy in Bali do need to be unlocked an they do come with a serial number. Everyone that purchases a pirated copy uses the same serial number.
From what i have been tld, the real problem is that once this number becomes known to MS they block downloads to anyone who's computer is using this serial number. I too had this problem when I first started using it.
The simple solution is to change the serial number of your OS.
