Ok. Windows has a registration system where, with every new purchase you are given a key which unlocks it.
The copies of Windows Xp you buy from Bali are not the full version of Windows, but a version released for software developers. This is the reason you do not need to 'unlock' it to use it. The serial number of this version is known by Microsoft, and when you download the upgrade, or service packs, the service pack checks the serial number and says "No, sorry, you bought the non upgradable version, i wont update"
So there you have it.
