I still don't believe the number of people who wander in to a travel agent on the lure of a 'lead in' then get under the majic spell of it all and walk out with hundreds of dollars added on....and THEN start asking questions about their holiday!
This sounds a bit like a battle I am in - Woolworths/Safeway offering trip to Dunk Island (I know its not Bali - but it IS WARM o.k.?)

Rang Consumer Affairs - yeah, whatever attitude (no reply back)
Meanwhile - thousands of people across Aust. buy pineapples they didn't want in the first place & send their personal details off to who knows where, for them to use in marketing - and- you guessed it- there is probably NO holiday.
Consumers have to stay informed and assertive as you have shown!
