As you say the no eye-contact is best if you have no intention of even looking.
After you ask a price & come back to them with your price it is usually met with their counter price, etc. When you then say sorry no thanks, too expensive & walk away, that's ok, but if they then call out to you meeting your price, it is then considered in bad taste not to go ahead with the purchase. Once they meet a price that you suggested you really should honour your offer.
If you just wish to browse in a shop I found the best way to do this is to say "lehat lehat" = looking, looking!! They will understand well & leave you to it, being very happy to have you look.
