Thats the simple answer.
In broad terms, it is isn't in "commercial quantities" and is processed and relatively sealed in its packaging then Customs don't see it as a problem.
I've brought back Saffron, roasted peanuts and especially moreish bikkies and had no problems but I always take it through quarantine to make certain.
Last time I did the inspector told me that he always stocked up on spices when he went to bAli so they should be OK.
