To me it is not clear that you meant the ogo2 and not Nyepi.
Nyepi has never been forbidden and ogo2 was only forbidden _once_ and not for many years as you claim.
I do not excuse the Soeharto regime for what it has done. But blaming them for things that just aren't true is wrong.
