I have check on the fatality records of all airlines and China is neither the worse nor best. The fact is that even airlines who appear near the bottom of the list are ridiculously safe. They make hundreds of takeoffs and landings daily carrying thousands of passengers and so, so rarely there is an accident. I assure you, you are in more danger walking down the street in Kuta (not that walking down the street in Kuta is particularly dangerous either).
To answer the original question, yes, they provide very good service, the seats are as comfortable (or uncomfortable) as most you'll come across. If your itinerary requires an overnight in Taipei they provide free accomodations and transport and comp breakfast buffet. All the Flight Attendants and ground staff speak enough English for you to get what you need, and where you need to go.
I have travelled twice before on China in 1998 and am scheduled again in May. As a former Flight Attendant I commented to a China Air FA about their good service and she commented that because of a crash in early 1998 and the subsequent bad publicity, the company and employees were going above and beyond to provide good service to try to recover.
If anyone doubts China Air's safety I'll offer insurance for you. Send me $100 and if you die I'll pay your beneficiaries $100,000.
