Don't really know a lot about the subject, but I can say that here in the UK a lot of rural houses have what is known as a "septic tank" now I don't know whether something like that could be set up in Bali with it's high rainfall and hot sun, but.. I was born in a house with one of them and I know the principal is that the septic tank actually eats household waste, and usually when setting one up it must be a totally sealed tank , underground, and then it has to have something like a dead bird or animal thrown into it before you start to use it, you must never put bleach or non-biodegradable substances into it, but then as soon as it starts to work you should never have any problems again, (If you treat it right) My parents lived in that house with that system for over 40 years and never had to have the thing emptied.

I suggest that you might get some help on ither this or things like it from people over the web. Don't know where to look at the moment, but will have a bash at trying over the next few days. But really environment and conservation of habitats, and not polluting the waterways are such hot subjects at the moment I'm sure that it shouldn't be too difficult to get someone out there to help.

Try putting up a really attention grabbing headline here on the Forum, maybe someone in an Australian environmental type business, who knows more about these things combined with heat would pick it up and help. Try!!
