I went to Bali about 3 months ago. Prior to leaving CA (where the non-smoking issue is at fever pitch), I joked with friends about how Bali would be the last place one would find any rules as so many men smoke. So I was more than surprised to be in a jewelry showroom in Celuk and have the sales people ask my driver to please go outside to smoke! It also happened in a few other places after that. It's a non issue to me as I don't smoke (but don't really care if others do), but I'm really curious as to how this got started. Does anyone know?
