it would be useful to post who and/or where the changers who do this are.
The strongest and best advice is to use those money changers (generally official dedicated changers) who post genuine rates and don't run a magic show on the side.
Many of the shysters post such high rates that they MUST rip you off or they lose money, and that ain't going to happen.
If you don't play the game, they will demand the rupiah back and with luck return your currency.
Newer travellers would find this stressful, so better to be warned away from such places.
