Koh Samui is nice, beautiful beaches, great food etc but shopping not so good and is expensive, the taxi mafia is bad so transport is expensive and there is no getting the prices down so you are stuck paying what they say you should pay. And yes tours are reasonably cheap. We just stick to Bali now because for us it is cheaper to get to Bali and is also cheaper when we are there. If money is not an issue then I would say go to Koh Samui for sure but if it is a cheap holiday you're after then Bali it is.
