We went to Koh Samui in August & we really liked it. Food quality was excellent at many places, as were the cocktails!
Limited shopping really, and not that cheap.
We did some great tours there, which were cheap compared to Bali.
The only thing that frustrated us was the transport.
The taxis are not metered, and although plentiful, will not barter to anywhere near the price you can get in Bali.There versions of bemos need to be flagged down on the street, and may or may not be going to the place you want. That said, it is easy to drive there, the traffic is nothing like Bali! You must get an IDP before hand though.
I would give it a go, I'm sure you will like it!
