I live in Sanur and often want to park my car along Jl Danau Tamblingan, but cannot because the parking thugs wont let me. when i pull up in the car, they ask 'are you coming to xxx (whoever they work for)' and if i am not going to their establishment, i am asked to move on.
It drives me completely crazy, and i despise this kind of behaviour. Yes, the streets are public and these people have no real right to reserve spaces outside their restaurant/shop, but they do. and we cant really do anything about it unfortunately.
