It is possible he hired the scooter without his parents knowing. My 2 boys were 15 and 17 when I took them to Bali. I drummed into them the dangers of riding scooters there however one day whilst sitting in cafe in poppies lane I just happened to see them both ride past and both without helmets. Couldnt believe the little s@$its! Think the only reason they were ok is they have both been riding dirt bikes since they were 5 so have at least had riding ecperience. Still went ballistic at them though. Kids are kids and will never listen to their parents, unfortunately it has cost this young man his life. May he rest in peace and condolences to his family.
