You would be better off checking with Cathay pacific to see if they can check your luggage through and if not you don't have much time as bali international airport is not known as being fast when it comes to getting luggage to the carousel and then you would have to make your way to the domestic terminal which could be 5 to 10 mins to re-check in for your flight to Surabaya.
