You don't seem to be finding the answers you want, so maybe check them out well after you arrive, and ask the hard questions from the companys you approach. We once had an insurance claim for a ding to our hire car in Bali. The claim was paid very promptly and the paperwork provided was sufficient for the claim. We continue to get our travel insurance from this company in Australia because we know they deliver if/when a claim may occur. We produced our hire agreement, car registration, Int'l drivers license, and an explanation of what occurred and receipt for costs. We were not asked for anything additional. The car we hire is insured and registered for hire purposes.
