Try to do more than 2 tourist visa in a year - intention may be to do business there. Assumption is ..isn't 4 months long enough to visit Bali?..why more unless for other reasons
Try for more than 2 VOA (paid/unpaid), which were able to be extended up to the 4months total for paid ...as above.
So if you are legit about living there and not conduct business or work then you need to be financial, same as if you have the means to 'just holiday frequently.
Therefore pay for the privilege and get the right visa.
Put into the economy and not treat it as a cheap holiday destination or cheap place to live
