There are supposed to be security guys on deck 24 hours as there is access to two large bar areas there, plus of course guests and residents sleeping..
The amount and height of concrete in that covered space makes it like an echo chamber.
It's a wonder that the noise that would have been made didn't draw at least some attention.
Hope no one was hurt.
