We have been told by a friend who lived there that the black/white stripe plastic bags means you are paying too much when you barter for items. Shows other traders you are an easy target and they could get possibly get more money out of you.
True or not I would just do as others suggested and take your own calico bag to lessen the plastic bag abundance.
