try mail.telkomsel.com as your Outgoing/SMTP server.
You shouldn't need to change any other settings.
To prevent this from happening next time you're in Bali I would highly recommend you get a Gmail/Outlook.com/Yahoo mail account and set that up on your iPad. You won't have that problem as they don't restrict who can and can't use their outgoing mail servers in the same way that your Australian ISP does.
