avoid the taxi counter. There are plenty of taxis available outside of the airport and the cost will be dramatically less than the fixed(?) price airport taxis. There are cheap rooms all over Tuban and Kuta. If I was you I would head to Jl Mataram or one of the gangs around there. Conventional style hostels with dorms are becoming more common.
