You don't need a licence of any type to hire a scooter. Rental companies rarely ask to see one.
You will need either a local licence or an international licence obtained in your own country if you are stopped by police.
You will need an international licence for any insurance claim. Ask your insurance company if your international licence requires a motorcycle endorsement as not all do.
Watch out for oncoming vehicles, chickens, trucks with no indicators, and other motorbikes. If it all gets too much for you riding on the road, ride on the footpath like everyone else.
