this is a document (around $32 per year) that is a reflection of your home drivers licence and is endorsed with the same vehicle classes.
If you only have a normal car licence your IDP will reflect this.
Not having the IDP which covers the vehicle being driven in Bali will mean you are not covered by travel insurance in the event of an accident and also leaves you exposed to "on the spot fines" by the local police.
Driving conditions etc are very different and if not an experienced bike rider with full licence it may not be a great idea to "learn" in Bali.
