I don't know of anywhere in Legian for high tea, but I can recommend Biku in Seminyak. I treat myself here every trip, very cheap considering what you get. You can also have Tarrot readings there if you are into that. Definitely not my hubby's thing either but to my surprise he has actually enjoyed it on the few occasions that I have dragged him along.
