Having lived in Bali for most of the last 7 years I feel that I can comment with some knowledge.
The underpass itself is Ok but a mess where traffic coming from Sanur needs to go into Kuta & need to turn right & the traffic coming from the underpass wants to go to the right towards Nusa Dua & the airport. there is massive shuffling & many accidents.
The rounabout at the start of the toll road is a mees with traffic going in all directions & unused traffic lights. A panel beaters dream.
The manholes are often an inch or so above the road level causing many problems.
Often there is a huge gap where bridges don't align with the height of road on either side of the bridge.
When footpaths are constructed they are wider than before & reduce the width of the roads.
The biggest mistake they have made is to allow motor bikes to park in Legian Street. Traffic goes from 2 lanes to 1. It can take 1 hour to go from one end to the other in Kuta. (About 2 km). Balinese are too lazy to walk a few metres & also park on the footpath to their work.
The problem at the airport is not customs but immigration. The longest delays are for luggage which is ridiculous.
