As you exit the arrivals door after customs you see drivers behind a fence in front of you and to the left is the taxi counter and duty free shops. The taxi counter is fixed price, but from reading other people's reports, they price varies according to time and customer.

My fare was Rp 80,000 from the airport to Bali Mandira on Padma in Legian, while someone else was charged Rp 100,000 for the same area a couple of days later.

Some people say you can go up to departures where Blue Bird taxis are dropping people off and quickly jump in one before anyone sees but I have never done this. I'm happy paying the $8 for the one trip.
