Visa on Arrival - Jakarta then Bali

Hiya,all.
We'll be flying from Hong Kong to Bali (with Garuda) via a 4 hour stop over in Jakarta on the 23rd December. Is it possible to pay VOA in Jakarta before our entry in to DPS? We obviously have to change planes in Jakarta (still with Garuda) for our flight to Bali. I'm not sure if we will then use the domestic terminal upon arrival into DPS.
Has anyone done this flight before - or flown from Jakarta to DPS on flight GA0420?
Also, we land at 7.15pm on a Tuesday night - in to Bali. Does anyone know if the airport will be busy with many planes landing at that time? How can I find this out?
I'll be by myself with 3 teenagers - so I want to get it right in my mind beforehand? Thank you.
