The Holiday Inn Baruna has families rooms, which might be cheaper than the Dynasty, but still not cheap. I stayed in a 'villa' - more like a house with a plunge pool, really - in the Kuta Royal Villas complex in Tuban and that was very cost-effective for a family.
In Legian the Kumala Pantai and Jayakarta have family options.
If you are open to villa accommodation you'll have lots of options, too. Coco villas have garden villas without pools (there's a communal pool), which are quite reasonable I think.
