They allow/encourage this behaviour.
They hire out the bikes and their banjars/police etc do nothing to stop these creeps.
We used to stay at a wonderful hotel in the mountains.. surrounded by ricefields that advertised itself as a place of calm and peace.
Now it does motorbike and quad bike adventures through these very same rice fields.
And it hired out noisy open top VWs...
