Arrived last night 9:30 pm. no sign of touts or VIP sign at enterance to VOA. I took 45 minutes from arrival at VOA to exit terminal. some fellow passengers joined a queue next to me with the same number of people in front. they got there VOA 5 minutes before me and went thru immigration 15 minutes before me. it is my luck that I seem to join the slowest VOA line.:-)
