I have been looking into this and the reasons why the Police are powerless to stop them, after a meeting with the Commandant at Kuta Polsek was told this, They catch them very regular however the victims are always wanting there bag back because of Hand phone Credit cards license ect ect,the police will need to hold these items until the court case like in any country so with no evidence the police must let them go and they are back doing it the next night.
My advise is to leave in your hotel safe what you don't want to leave with police for evidence if you must Cary a hand bag just carry the money you need for the night out and if your in a group always walk on the inside never the outside.
Polsek Kuta is the place to report it should anything happen.They want to educate the tourist how not to make themselves a victim.
