This bar is at the U Paasha Hotel on Jalan Laksmana and they do 2 for 1 cocktails from 12noon onwards. Their rooftop bar also does the same for Happy Hour from 4pm and has a great view of the sunset.
The very best cocktail I had in Bali was at Chandi Restaurant across the road from the U Paasha, it was a Frozen Mango Margherita. It was full price so about $10 but I would happily pay that for it, I went back there for dinner just so I could have this cocktail!!
I also agree that W is a lovely place for drinks, their Sunday Brunch is to die for too.
