I think you have been reading between the lines something which wasn't ever written or inferred.
Of course it all goes into a central government poT along with all other taxes and revenue streams. Some of which may then benefit bali. Exactly as you are saying.

It reminds me of one time when I bought the dirty laundry downstairs and she said 'I knew you'd forget that'... but I hadn't. So then she said.. "but you nearly did"... which I didn't. She didn't talk to me for the rest of the day and to this day still infers that I was in the wrong.
