I think people are overlooking the cultural differences in the way Indonesians work.
For instance, just watch the queues trying to get through checkouts at Carrefour, Supernova or pretty much any busy grocery place.
It is a painfully slow process, but no one gets too upset with it, least of all the checkout staff.
If the same occurred in many western countries there would be a riot and mass sackings of staff.
I really don't see too much changing regarding the on/off crowds at arrivals, and I also don't think that the maybe half a dozen VIPers per flight will make a huge difference to the spped of things either.
