60 day start from issue date not arrival

There is an interesting post in Bali Expats FB in that someone had intended to stay for 45 days so applied for a 60 day visa thru Sydney consulate.

As their application was some way in advance they will now have to reapply as the visa will have expired before they leave or pay overstay fee.

Is this something new that the visa time starts from the date of issue rather than the date of arrival?

<More Visa confusion..... Going 17th Aug to 1st Oct (Total 45 days) Applied for Visa through Sydney Consulate, got it back today, issue from 2 Jul to 30 Sept, I'm now one day short, I phoned they said we issue 60 day Visa from the day you apply, not the dates you state you are travelling, they said I need to apply again...... So do I just forget it and pay the one day overstay fine at the airport on departure.?>
