It is unclear as to whether the guy is being held in jail or just "detained" in a better police environment.
There have been statements made related to blame etc but no mention of licences and/or permits.
I hope all documentation was also in place as this would give local authorities more reason to hold the guy.
I hope it works out OK for him and also the other local people involved.
