Are the Indonesian governments expensed in US Dollars? Nope. They are in Indonesian Rupiah.
There is probably some benefit to charging in dollars yes, but it will still impact when the exchange rate changes as their revenues and expenses will no longer balance.
As for what is it used for? No idea... but it's fairly common practice around the world.
I can't believe people are whinging about the cost of a visa going up $10 - the first Increase in 9 years.
