I might be missing something benthomas but I thought that was why they have the VOA in American Dollars to counter any variance in the exchange rate. They get $25.00 (now $35.00) US regardless. It is also a source of US Dollars into the economy.
I also fail to see how it is not a money grab. What does the VOA pay for? The piece of paper that they stick in your passport and the cost of the person sticking it in. I would imagine 1 x $35 VOA would probably cover the time taken for the entire staff on duty to process them for an entire shift.
