This is very much an Indonesian way of doing things. Very few events have dates and information posted beforehand. I have walked out of my front gate to find 3,000 people with bicycles gathered at Mertasari beach in Sanur. The information about these types of events are all word of mouth.
The Sanur Festival is happening in 8 weeks time,the advertising banners will be erected the day before it starts. Obviously this makes it hard for Travel Agents to give people any information.
