Travel agents are offering these services in Australia for around $25 pp per arrival or departure.
Air Asia are also offering "Red carpet" departures which is similar (even drive you out to the plane)
Large resorts are also advertising VIP services as part of their packages.
Don't know about "Govt sanctioned" but if you are selling a service in Australia it must be subject to Australian consumer laws.
